Copy Rooms from IFC files

New tool to create Spaces from Rooms in a linked IFC file.

The tool creates Space Boundaries based on Room geometry and Spaces with Name and Number from the IFC Rooms. Levels and associated Plan Views are created if needed.

The second time you run the tool using an updated IFC link Spaces are Added, Deleted, or modified. Existing Spaces are kept without deleting data added to them.
